Health care system

medical services for self-reliance

The burden of cost for those receiving the following forms of medical treatment is in principle set at 10%. However, there is a system of measures in place to reduce the cost of medical treatment according to the income of households, such as a monthly cap on medical expenses.

Medical rehabilitation services for people with disabilities

People aged 18 years or over with a physical disability certificate. Eligible persons can receive medical treatment at a designated medical institution to help improve their condition and recover use of functions.

Ikusei-iryo (Medical Services and Financial Supports for Persons under 18 years with Disabilities)

People under the age of 18 years with a physical disability, such as a physical impairment, heart disease, congenital internal disorder, etc. Eligible persons can in principle receive short term medical treatment involving an operation at a designated medical institution to help improve their condition.

System to reduce medical costs for people with mental disabilities

People who require ongoing treatment at a medical institution for a mental illness. Eligibility is for those who have undergone a diagnosis at a designated medical institution.

Assistance with medical expenses for people with severe physical/intellectual disabilities

  1. People with a level 1 or level 2 physical disability certificate
  2. People with an IQ of 35 or less (listed as A1 or A2 on the certificate of intellectual disability)
  3. People with an IQ of 36 - 50 (listed as B1 on the certificate of intellectual disability) and with level 3 physical disabilities
  4. People with a level 1 intellectual disability health and welfare certificate

Of medical expenses, a subsidy is provided for the portion that the patient is liable to pay (co-payment) for treatment under the health insurance scheme. (In the case of 4., only costs incurred in visiting a medical institution)

Medical assistance payment for people with mental disabilities admitted to a medical institution

People with a low income who are admitted to a psychiatry department for 20 days or more in a month can receive a payment of 10,000 yen a month.

Allowances, etc.

Allowances (money) are provided to help out people with severe disabilities. In some cases, allowances may not be provided depending on the severity of the individual's disability and income.
Those who are in an institution are not eligible for these allowances.

Welfare allowance for children with disabilities

Eligibility for this allowance

Children up until the age of 19 years who have severe disabilities and who require constant care in their daily lives

Special allowance for disabled persons

Eligibility for this allowance

Adults aged 20 years or older who have extremely severe disabilities and who require constant special care in their daily lives

Special child rearing allowance

Eligibility for this allowance

Anyone raising a child up to 19 years of age with a disability

Allowance for persons with severe disabilities resident in Kanagawa Prefecture

Eligibility for this allowance

Children and adults with severe disabilities who are currently living in Kanagawa Prefecture

Support for daily life

Grant scheme for prosthetic devices

This scheme provides a payout to cover the cost in part or full of buying or repairing prosthetic devices (devices for people with disabilities which help or support a body part or function of a body part).

Grant scheme for equipment needed in daily life

This scheme provides a payout to cover the cost in part or full of buying daily living utensils (people with disabilities can receive this payout for equipment needed in daily life). Eligibility for this payment and the types of equipment covered are set.

Services to help people get out and about

Issuance of welfare special transportation passes

People with disabilities may be eligible for a welfare special transportation pass, which provides free use of
all buses operating within Yokohama, the Yokohama Municipal Subway, and the Kanazawa Seaside Line.

Issuance of welfare taxi tickets for people with severe disabilities

People with severe disabilities may be eligible for welfare taxi tickets for use when riding taxis, etc.

Issuance of automobile fuel coupons for people with disabilities

People with severe disabilities may be eligible for fuel coupons that can be used for refueling their own vehicles.
