Birth registration

Non-Japanese residents do not have a family register, but the Family Registration Law applies in the event a non-Japanese resident gives birth in Japan. In such cases, you must visit the family register counter of the municipality in which you live to submit a notification of birth. For more details, please visit the birth registration/death registration page.

Resident registration

In the event both the child's parents are non-Japanese residents, once birth registration has been received, your child will be listed on the resident registration without a status of residence for 60 days from the date of birth.
If you intend to stay in Japan for longer than 60 days, you need to obtain a status of residence. Please apply for a status of residence at the Immigration Services Agency within 30 days from the date of birth.

National Health Insurance cards for babies

Once you have submitted birth registration, please make sure to enroll your baby in a health insurance scheme as soon as possible. If you are enrolling your child in the National Health Insurance scheme, please bring along the following items to the Health Insurance and Pension Division in the ward where you live and apply. If you are enrolling through your workplace's health insurance scheme, please ask at your workplace. You will need to bring different things depending on the type of health insurance you are enrolling your child in.

Things you need when notifying that you have had a child

  1. Mother and Child Health Handbook
  2. A form of personal identification for the person coming to submit the notification (resident card, passport, Individual Number card, driver's license, etc.)

Lump-sum allowance for childbirth

This is a sum of money that those enrolled in the City of Yokohama's National Health Insurance scheme receive when they give birth to a child. (500,000 yen for the birth of one child)
*420,000 yen for those who gave birth before March 31, 2023.
